Kim Tok Hun, member of the Presidium of the Political Bureau of the Central Committee of the Workers' Party of Korea and premier of the Cabinet of the DPRK, inspected Kimhwa County of Kangwon Province to learn about the preparations for building local industrial establishments.

Looking round the sites of the factories, he underscored the need for officials of Pyongyang and the province and county to make full preparations for building industrial establishments, true to the noble intention of the Party Central Committee to implement the line of strengthening cities and counties set forth at the Eighth Congress of the WPK and to create new standards in the building of local industrial establishments.

He also took measures to make sure that the principle of the building of infrastructure first is thoroughly observed in the construction of public buildings, and to push ahead with river improvement.

The field consultative meetings discussed the issue of stepping up technical preparations for each construction project on the principle of preserving the features peculiar to the county, the issue of completing the designs at the earliest date possible, the issue of preparing the skilled workers for ensuring quality in finishing projects, the issue of actively tapping raw materials to ensure full-capacity operation of factories.

Meanwhile, the premier inspected the newly-built Wonsan general fishing tackle factory and the Phyonggang army-people power station under construction, where he called for consolidating material and technical foundations of the fishing sector and speeding up the building of the power station.
