It is most important for all the sectors and units of the national economy to meticulously organize operations and assign duties in order to unconditionally and thoroughly implement the goals of struggle set forth at the Eighth Congress of the Workers' Party of Korea.

All the sectors and units should work out proper plans for making radical innovations in their works during the period of the new five-year plan.

They should map out their plans in an innovative, bold and big way in order to bring about a complete change in their works after getting rid of their old-fashioned and stereotyped viewpoint, as required by the times towards fresh development and prosperity.

All the plans and operations for carrying them out should be oriented to consolidating the internal motive power on the basis of our own strength and technology.

All sectors and units should make plans and conduct operations in a scrupulous way in order to achieve substantial successes conducive to radically increasing their internal motive power and developing the revolution.

The goals of struggle should be set on the principle of fully reflecting the collective wisdom and opinions of the masses and giving full play to their ideological and mental power.

When working out plans, it must be regarded as an iron rule to certainly reflect the opinions of the masses, not of a few people.

Assignment of duties should be done properly to ensure successful operations for implementing the new five-year plan.

The Party's line and policies in each period should be sensitively reflected in the plans and carried out perfectly.

It is important to do away with the style of working on impulse, the way of giving up their work half-way if a new political task is advanced, and to establish a revolutionary trait of consistently implementing the Party's line and policies.
