Press Statement of the Permanent Mission of the Democratic People's Republic of Korea to the United Nations

The Permanent Mission of the Democratic People ‘s Republic of Korea (DPRK) to the United Nations issues a press statement with regard to the fact that in the high level open briefing of the Security Council of the United Nations on "Confidence-Building Measures for Non-Proliferation of Weapons of Mass Destruction" held on 18 January 2018, the United States and its vassal forces spouted at the outset of the new year about full implementation of "resolutions" and "denuclearization", denouncing the DPRK's self-defensive nuclear deterrence as "violation of resolutions" and "threat" to the international peace and security.

It is believed that this meeting is none other than a desperate measure, a plot of the U.S. terrified by the incredible might of the DPRK that has successfully achieved the great historic cause of completing the state nuclear force, cause of building a rocket power through the "Great November Event".

If "non-proliferation of weapons of mass destruction" issue is to be considered, it is the U.S. that should be brought up to the court of justice. It is the kingpin of the vertical and horizontal proliferation of mass destruction weapons, pouring the astronomical amount of money into the modernization of its nuclear weapons and hindering in every way the establishment of nuclear free zones in the world including the Middle East.

Our development and possession of nuclear weapons is an inevitable self-defensive measure to defend our national sovereignty and rights to survival and development from the U.S. continued nuclear threat and blackmail and if anyone is to be blamed for it, it is the U.S. that must be held accountable.

Taking this opportunity, we cannot but take issue with the recent remarks of the Secretary General, the Chief of the United Nations that is mandated to maintain international peace and security and holds the impartiality as a lifeline in its activities.

In the briefing on the priorities for the United Nations in 2018 held on 16 January 20 18, the Secretary General made remarks "denuclearization of the Korean peninsula is a top priority." and "the decisions of the Security Council on the nuclear tests and ballistic missile launches by the DPRK must be fully implemented".

Even in the meeting on "Non-Proliferation of Weapons of Mass Destruction", he stressed again violation and full implementation of the "decisions" against the DPRK.

We are of the view that his such behavior against the DPRK without saying even a word against the U.S., the kingpin for aggravation of high tension over the Korean peninsula is ill-matched with the dignity as the Secretary General of the United Nations who should observe the maximum impartiality in line with the mandate of the United Nations , and is biased and of double standards, following the maneuvers of the U.S. desperately trying to reverse the trend of detente and improvement of inter-Korean relations which is hard-won now.

Should he really wish to contribute to the peaceful solution of the Korean peninsula issue, the Secretary General of the United Nations needs to have an impartial position on the Korean issue.

As clarified in the statement of the DPRK Government, we would like to confirm once again that the development and advancement of the strategic weapon of the DPRK are entirely to defend the sovereignty and territorial integrity of the country from the U.S. imperialists' nuclear blackmail policy and nuclear threat and to ensure the peaceful life of the people and, therefore, they will not pose any threat to any country and region as long as the interests of the DPRK are not infringed upon.

The Democratic People's Republic of Korea, as the responsible nuclear power and peace-loving state, will sincerely fulfill its non-proliferation obligation assumed before the international community and do its best to achieve the noble cause of safeguarding world peace and security.
